CAS is a robot created by the monitor race and is infused with the minds of Superman and Ultraman. The monitor race (Nil Monitors) are parts of The Monitor (Mar Novu) who died during COIE(Crisis On Infinite Earths).The Monitor needed his brothers (Anti-Monitor and World Forger) to match Perpetua in power, and TDk defeated Perpetua on his own.

So, yes. TDK is more powerful than CAS.
