Went for a pure physical build on my second run and the first thing I did as soon as I got out of the Whirling-in-rags was beating the lights off this guy.

The funniest part is I actually drank alcohol for the physical check (1 PHY isn't helping at all) and got the 28% check while drunk. The pure poetic justice is sweeter than anything else.

just out of curiosity,

is there any other path into the Harbour that specifically favors high Psyche Cops, or do they simply have to try their luck and stack modifiers to be able to get through?

I never actually talked to this guy my first playthrough, at least not at the start, I managed to get to my jacket on the first try, and just got in that way
