I couldn’t believe this was true so I did my own research on the official japan airlines website and it’s actually legit:

—the japanese government is offering FREE domestic flights within japan
—travelers must be from one of the countries listed
—and must book their international and domestic flights at the same time through JAL
—the purpose of this promotion is to mitigate some of the tourist congestion and encourage people to explore beyond japan’s popular cities
—if travellers choose to spend more than 24 hours at the landing destination, a $100 stopover fee is applied
—Note: flight fares are free, travelers may still be responsible for minimal airport taxes

If this is true, how is this offer extended to "Deepaks and Ranshit's" but not Swiss nationals?

Japan is going to get infested with these guys, therefore devaluing wages and increasing property prices everywhere, just like they are doing across all of Europe and North America right now.
