They within paper, also oblivious with un-ability employment. Which many within Ada-handicap truly would like to work, but can't physically. Really is a state within art system. I am 68 years old, living on SSA in a motel. Having said that, I've seen this problem developing for more than 3 decades of short sighted policies from both parties. I'll admit that I don't entirely understand the Governer's objection...but I do agree that 2% is way to little when the % of homelessness is growing at a much greater rate.
