The features in Legendary Tier are also very inconsistent. Some skins are just epic skins level effects, but with vo and different animation. Some skins don't even have a new animation.

That's not exactly how tiers be. 520-750 skins only change the model.
975 skins change the model and might change the recall.
1350 skins change the model, recall and vfx.
1820 skins change the model, recall, vfx and has new Voice Lines.

Jinx new skin should be illegal as much as making the Ahri 500$ skin not permanent. Yeah I mean, that price for Faker skin is crazy, but it should've been permanent, so those who couldn't afford it at first could save up some money for it. The same tho I don't think should apply to Jinx skin. That one is from a gacha system and is the worst thing ever, I feel like the Ahri ban incident will apply to Jinx because of this decision. Riot, please stop it
