Forever Skies gameplay with DeLindsay. I'm showing all the little nooks and crannies I know of in the Underdust. This is a complete Walkthrough of all the places I've found and where various resources spawn at. If I missed anything you know of, please comment with a time stamp below.

You can run and jump over the powerpole (where you dropped the ladder).
I've done it 3/4 times.
Jump between the pole and the building, not toward the middle of the street.

I think you covered pretty much everything. You showed me two crystals that I have always missed 👍

Just a few things to add:

The cosmic cat can be found at the far end of that right-hand upper walkway. As with the Pirate you found, it means they are still available to people who have read the datacard on the shop (meaning that no longer appears)

There are about six locations in the underdust where crystals only sometimes appear. You can refresh these (and the resin) by simply riding the elevator up and back down.

Finally, the parkour by the wrecked large storage that you speculated about... I have made it all the way up to the second lily-pad but a lack of oxygen (and parkour skills) means I have never been able to get any further. Though it looks totally possible to get all the way to the top of that building!

Also, almost all of the plants can be wacked with your knife for biomass

I find inventory space very irritating in this game. I also missed some things, like I didn't research some stuff so I don't have the O2 extender and such, but I am entering the dust.
