You can catch kangaskhan at the savanna section of the safari zone in SoulSilver and HeartGold before beating the game. It doesn't show up on the website you were using but it's legit.

There's no way Kangaskhan is 4 stars for Availability when it is "pre 5th gym" in Kanto (which isn't that early), and then you have to factor in its rarity. Doduo is pre 5th gym but is such an easier catch, so they're not the same.
