Ok, this would be incredibly close in more ways than one, but I would have to say DarkMega just barely takes it.

Looking at their stats in terms of Attack Potency, both DarkMega and Super Sonic can scale to similar levels of power. The Original MegaMan.EXE and God Robotnik respectively.

The former defeated Alpha, the previous incarnation of the Cyber World, who had also absorbed the mighty Bass.EXE. The same Bass that considering Gospel, a BugBeast capable of merging the real world and Cyberworld, a mere joke. In the Manga he was able to forcibly absorb and gain the powers of both Bass and LaserMan.EXE.

The latter meanwhile could do anything he wanted in both the main universe and the Special Zone,  which were described as being entire different universes. He even erased Base Sonic from history and deleted the Chaotix from ever existing, and was capable of rewriting the timelines and recreating the Special Zone several times without any effort during his fight with Sonic. This would put both at Low Multiversal levels of power.

Both are also pretty even in speed, DarkMega can move at least 2.7 Billion times the speed of light via scaling to his original,  who also ran through the entire Cyber World in a short period of time. Fleetway meanwhile flew from a distant asteroid to where Mobius was in minutes, when he was lightyears away from it.

Fleetway also should theoretically have all the same powers as God Robotnik given how both are powered by Chaos Energy and the Chaos Emeralds. This would give him a wide variety of reality warping abilities and techniques. Including but not limited to, Telekinesis, Mind Control, Magic, Summoning, Reality Warping, Portal Creation, Resurrection, Transmutation, Creation, Size Manipulation, Disease Manipulation, Memory Manipulation, Dream Manipulation, Clothing Manipulation, Weather Manipulation, Earth Manipulation Shapeshifting, Intangibility, Petrification, Time Manipulation, Power Nullification, Acausality, and resistance to Time Manipulation.

However DarkMega would hold his own against it thanks to his own wide variety of Battle Chips and Dark Chips, which he can use at anytime without needing an operator like Lan as shown in his boss fight.

Some of his more notable chips include Bug Curse to inflict numerous status effects on his opponent, Black Barrier to create a barrier made out of darkness that shatters after taking a certain amount of damage but regenerates shortly afterward, and the superior Dark Aura which completely nullifys any attack that isn't powerful enough to destroy it outright, and was stated to be capable of surviving the end of the Cyberworld, with only Bass and Normal MegaMan shown to be capable of breaking it. He also has Dark Sword, Dark Cannon, Dark Recovery, Dark Vulcan, Dark Plus, the list goes on. Not to mention the powers he's gained in the manga from absorbing other Navis like Bass and LaserMan.

Both of them cancel each other out, while Fleetway has a broad variety of powers that stem from his reality warping, DarkMega has abilities that allow him to keep up and defend against a lot of Fleetway's more deadly attacks.

However, what gives DarkMega the win is that he's not on a time limit. Fleetway _NEEDS_ Chaos Energy to survive and if he runs out will die. Meaning all DarkMega has to do is stall for time until Super Sonic runs out of time, and he certainly has the means to do so with his aforementioned Black Barrier and Dark Aura, Dark Recovery, and Normal Recovery, among his many, many other Battle Chips to keep Fleetway on his toes.

And it's not like Fleetway had the ability of quickly killing DarkMega, considering both are pretty close in terms of Power, Durability, and Speed.

Funny that the one thing that ensured DarkMega taking it more often than not is that he didn't have as big of a weakness as Super Sonic did.

Overall this was a fairly close matchup, both matching each other in many ways, but I guess Super Sonic didn't have any *Fleetway* of winning.

The winner is Dark MegaMan.
