SACEUR Dwight D. Eisenhower speaks of NATO’s intent, the “Wall of Security”, and the creation of SHAPE.

In this extract from the NATO film, “Alliance for Peace” (1951), the birth, formation and structure of NATO’s Supreme Allied Headquarters, Europe (SHAPE) are explained.

NATO’s first Supreme Allied Commander, Europe (SACEUR), Dwight D. Eisenhower also explains the Alliance’s defence posture: “For many months, the nations of NATO have been engaged in building for themselves a “Wall of Security”. They have no aggressive intent or purpose of their own. They desire only to live in peace behind the defences that they themselves collectively build to protect their own freedoms, which they themselves have earnt. Today, another significant step was taken in this process of building a “Wall of Security”. Officially and formally, SHAPE headquarters was opened. Its mission is to take charge of all forces allocated by NATO nations to the business of establishing a collective defence for the freedom, peace and security of Western Europe.”
American General Dwight D. (Ike) Eisenhower was named Supreme Commander Allied Forces Europe (SACEUR) in December 1950. In NATO’s earliest days, those who had won the war were given the task of securing the peace. Eisenhower was an accomplished general who led the Allied army during World War II. He was keenly aware of the rather unique position that he was in as the first SACEUR and indeed NATO’s only leader until Lord Ismay was appointed Secretary General in April 1952.
The post of SACEUR was established before the position of Secretary General given that NATO’s first years were dominated by military affairs. The Korean War highlighted the need for military coordination and was the principle catalyst for organisational development. The United States put forward Eisenhower’s name as the man for the task of organising an integrated NATO force and ensuring the defence of Europe.
