I think they choosed primo not because of the consept but because they wanted everyone to get the skin.
You see, not everyone has ash but if they did make it with ash then they will be forced to give everyone ash for free which is something they don't want to do.

When it comes to skins Griff Mr Krabs, Meg Plankton, and Ash Spongebob would have been my 3 changes. I'm not surprised Primo got Spongebob due to the John Cena tie-in and Meg might not have happened because of gender and her being a legendary. For the life of me no clue why Griff didn't get Mr Krabs. If nothing else least all the skins look solid 😁
