Portland NAACP president, James Posey, doesn't think the state's reporting system is effective.

"First of all, people don't even know about it," he said.

He thinks trust begins with building a relationship.

“I mean, it honestly is a joke. And we can tell when something is designed to fail. When I’m the president of the NAACP and no one's approached me,” he said. “It's been the other way around. I have to approach them.”

Posey also wants Portland police to take more accountability.

This is what happens when you run out of fresh ideas to whine and complain about. Do literally only has one job: to cry. And he can't even do that right

All bias incidents - criminal and non-criminal. What? A hotline for nonsense and another step towards big brother. How about dealing with real crimes period and stop trying to slap labels on these piss ant complaints.
