There seems to be a very minor delay between casting a spell and it taking an effect. Same thing happens with Nasus and Renekton when they cast their ults - there is a very minor window where the spell cast, but the effect isn't yet applied, so if you're unlucky you can cast it, not recieve bonus health in time before dying and the spell still goes on cooldown. Similarly, Kayle's ult seems to ignore zombie state when the spell is cast and still goes through, even though the target is dead instead of just cancelling it like it does if the target dies.
As to why is it still in the game, I have no idea.
