Honestly, getting even an incomplete scroll saw like that for 20$ would have been more than worth it in my opinion.

Since you aren't enamored with motors and rotors, build a small workbench for it with a treadle - like the old fashioned treadle-powered sewing machines, and hook it up to that crank underneath the plate. Then find some scrollsaw blades to go in it - that might require modifying the saw. Then you'll have a foot powered scroll saw. Yes, you'll sink more in time and wood than the auctioneer's first call, but it would be an interesting project.
The treadle could also be a prototype for the foot driver for a treadle powered wood lathe.

A restoration project could be a lot of fun. There may be pictures of similar scroll saws online that would help. Perhaps even a father-daughter video series?

You can use as attachment to treadle lathe. Roy Underhill had plans for something similar. And that's steel.

Absolutely restore lightly and fit with a blade. Maybe look for how it might attach to a sewing machine-like foot pedal or flywheel actuator. You could likely turn that into a couple hundred dollars profit or a great living room conversation piece.

I'd definitely love to see it restored, it does seem to miss something that makes the mechanism move up and down.
Personally I would've tried to make something to make that mechanism move by the press of a foot pedal like those old sewing machines.

I remember one if the galoots on the oldtools list posted about a steam tractor he almost bought at an auction. A priceless story. Search for John lederer steam tractor. Should be in the results somewhere

I have an idea.
Put a strong spring that will pull the arms up. Than a cord, linked to a pedal that will pull the arms down. Fix it with clamps on the workbench and you can use it.

You could restore and put it next to your peddle powered lathe then you would have a 2 seater

Mount it to the top of an old Singer treadle sewing machine base and get it running again.

It would be a challenge, but I've seen people attach a motor and belt system for that scroll saw.
