The Roger Pirates could be the mysterious "man with a burn scar" that is said to hold the last Road Poneglyph on a black ship in One Piece.

In the Egghead arc of One Piece, it has been revealed that a man with a burn scar sailing on a black ship is in possession of the fourth Road Poneglyph that Luffy needs to reach Laugh Tale. This video will go over the idea of him actually being Scopper Gaban and that the black ship is the Oro Jackson, Gol D. Roger's former flagship.

the man marked by flames sounds like Monkey D. Dragon because he almost fits the description perfectly red tattoo, black ship, strong enough to stand against the government and the Yonko, and has a mysterious devil fruit power that likely controls the weather.

What if whatever was inside has been tasked to guard the road poneglyph by roger until the righteous one shows themselves? I would love for Oda to finally take an inspiration from pirates of the Caribbean such as the curse of the black pearl or the flying dutchman’s curse.

Oda recently introduced a legendary pirate called Rocks after 900 chapters. He said LurkingLegend will be a great threat and hinder strawhats. So this Man marked by flames is Rocks in lurking mode until he surfaces to the world again as rocks. So rocks the lurking legend is the man with burn scar and 4th road poneglyph. Mysterious Rocks is perfect to be a mysterious person with burnscar.

One notable person who would have a burn scar and potentially I'm their prime in the current timeline is Oden. He was executed by boiling and his wife can send people into the future. He could have had dire injuries but survived and his wife sent him into the future where they could treat him better.

I think that the man marked by flames could be Fisher Tiger. The last poneglyph was supposed to be on Fishman Island. Now Fishmen are shown to be very strong underwater and Jinbe was shown to have the power to sink ships from underwater as could be the reason for the whirlpool that sinks ships. Alsa on a side note I think it would be fair to assume that Fisher Tiger should be at least as strong as the current Jinbe if not stronger.
