Fighting Dragons in ESO at lvl 1

A few months ago I asked what MMORPG you all wanted me to review next. Elder Scrolls Online barely won, fast-forward to just about a week ago and Zenimax was kind enough to gift a key to their new expansion, Necrom. I figured this was the perfect time to jump in and play around.

In starting my arcanist I was reminded very quickly that ESO has a level-adapative system I was eager to test out on a dragon...

One does not simply fight a dragon at level one, one dies to a dragon at level one.

I’m gonna be completely honest I think some of the quests don’t even level because I had a full party fighting one vampire thing and it was only 2 levels above us and it kept killing us

so as you level up the monsters in an area change to reflect your level ? that means leveling is basically meaningless then.
