A question: If you take the PMO and functional organization as an example. Would in the PMO own all staff needed for project? (developers, architects, business analysts...) Or does it mean that the PMO owns only project manger staff? As you discussed earlier, there are two types of processes; Product processes and Project processes. So in this case, are we talking about all the resources needed to bring the actual outcome alive or only project management resources?
