If you have some experience in electronics, just disassemble by removing 10 side black screws, pull up four silver buttons, slide out(left or right) carefully the board and first look at soldering at "fat" points. Those are:
1. A big coil  with 2 very short endings that possibly unsoldered(broken soldering)
2. Two big diodes check all four junctions.
3.Two clip (black and white) connectors.
Mine was one of the big coil junctions, since the day I bought it.
This would be wise to solder again all those junctions both sides on the board, even if you do not see them broken. A bad junction works as a resistance. Be careful not to short circuit junctions with other printed circuit lines.
In general this is a good charger, good design and materials. The problem with most of that kind of things that come from China is usually the assembly line.
You might also notice many other details, like un-cut pins, bad placed capacitors critically turned to short-circuit etc. They are human hand mistakes.

look where it is written OUTPUT - +. There is where you connect the charging cable. The cable you have connected only reads the voltage of each cell. 2 cables need to be connected if you want to balance charge.

It can apears when the power supply delivers less than 12V, try to replace power supply by a good 12V source. Even all-in-one charger got their power supply separated inside.

For balance charge you must plug in both the ballance connector and the main leads of the battery!

Finaly what I have to do? But my prblem is with 7.4V 1000mAh. Can someone tell me what to do??

I plug the battery and it charges as long as its on .4 amps or lower
