Nice edit. Although I would argue that Queen Victoria was the most powerful in the 19th century considering she was highly influential, being the Grandmother of Europe after all, and being the ruler of the British Empire while being the Empress of India certainly made her near unstoppable. She was basically at the very top of the Monarchial hierarchy, certainly as influential and powerful as Napoleon was except that she didn't have enemies everywhere who wanted to get rid of her, and she ruled for far longer.

It looks like the key of selection here, in particular for the modern times, was in fact the number of people killed in result of genocide and crimes against humanity ordered by such so-called "great leader". And especially calling Putin the strongest leader of XXIst century - it says just everything about this (indeed, great "leader" and an example for all, seating in some bunker and sending, for some sick pseudo imperialistic vision, so many people to completely senseless, inhuman death and suffering). So with such understanding You should call "great" also many other similar monsters (for sure, there were much more like this, in all continents, also Hitler). You know, being great leader, especially in modern era, really doesn't mean to bring death, destruction, chaos, genocide and suffering to the world. And doing such things is not so difficult at all, it is easy to order the others to die or to kill. What is really difficult is to oppose to such evil and violence, to help innocent victims, to do something good in this world - that is what makes someone great and that is what makes someone worth to be called great, or even to be called a human. And if You want this to be a historical channel, You definitely shouldn't mix current politics and propaganda with historical facts. Events that are still current and going on cannot be even judged objectively at all, only after more decades pass after they are finished (and it's also not really possible to do this if so-called "leader" is still alive, only some decades after such person death). Otherwise, it's not history at all.
