THAAD presumably does nothing about low altitude low velocity incoming targets. Hence the "High Altitude" in its moniker. It's an anti-ballistic missile system, not a replacement for 40mm AAA or some other such system that could deal with rockets and low flying cruise missiles. I doubt its missiles can even go active at the altitudes these rockets fly in.
