In the wake of Monday’s attacks on the Okhmatdyt Children’s Hospital and other sites across Ukraine, Acting Under-Secretary-General for Humanitarian Affairs Joyce Msuya today (9 Jul) told the Security Council that “hospitals have special protection under international humanitarian law,” and “intentionally directing attacks against a protected hospital is a war crime, and perpetrators must be held to account.”

Msuya said these incidents “are part of a deeply concerning pattern of systematic attacks harming healthcare and other civilian infrastructure across Ukraine,” which she said, “have intensified since the spring of 2024.”

The humanitarian official described the situation of women and children in Ukraine, noting that “access to medical care for women and girls – including maternal and reproductive health care – is severely restricted.”

She said, “thousands of children continue to have daily lessons in bunkers, 20 feet below the ground. And for everyone, the constant fear caused by this war is having a serious impact on mental health.”

Msuya said, “for more than two years now, people across all of Ukraine have shown remarkable fortitude and resilience in unbelievably challenging circumstances. However, yesterday’s attacks and their impacts are a reminder of the deplorable human toll of this war, particularly on the most vulnerable members of society – tragedies we will see again and again as long as this conflict continues, and the rules of war are defied.”

Russian Ambassador Vasily Nebenzya told the Council that photos and videos show the Okhmatdyt Children’s Hospital was hit by “a missile of the Ukrainian Air Defence.”

Nebenzya spoke of “verbal gymnastics, demonstrated today by Western members of the Security Council, trying by any means to protect the Kyiv regime” and said today’s Council meeting was “an excellent opportunity to tell the truth about what actually happened.”

He said those Council Members had “tried to engage in wishful thinking by condemning the allegedly intentional strike of the Russian air force against the children's medical.”

For his part, Ukrainian Ambassador Sergiy Kyslytsya noted that “at least 47 people were killed and more than 190 were wounded following yesterday's strike,” and said, “Putin's envoy employed his usual tactics of denying reality and blaming Ukrainian Air Defence.”

He pointed to “clear footage of the Russian missile approaching the hospital, the scale of the destruction, and the eyewitness accounts” and said Nebenzya’s “comments about the possibility to destroy it entirely if Russia supposedly hit it, is just monstrous.”

According to the Office for the Coordination of Humanitarian Affairs (OCHA) more than 14.6 million people – or about 40 per cent of Ukraine’s population – require some form of humanitarian assistance.

The tragedy is that the children affected today are just the “tip of the iceberg.” This hospital (funded by public donations via SMS messages) is the last hope for thousands of children who are waiting in line for treatment. I hope the UN rebuilds this as a sign on empathy, charity and solidarity

Thank you all for your contributions to this meeting, i agree with every single word of yours condemning this attack on a children's hospital. And i also welcome that Russia still takes part in these meetings, even acknowledging the fact that i personally do not agree with anything that is being presented by the Russian delegation as a justification for this invasion or a relativization of a factual impact on civilian infrastructure and lives.

It is our duty as mature people of planet earth to protect children wherever we can and to make their childhoods as fulfilling, instructive, sane and positive as possible. We have to protect children from harm both physically and mentally at all times. And this is exactly what a children's hospital strives for and does day in and day out, with brave souls working there even at times of war, knowing that a war will cost and ruin young lives if the hospital's staff wouldn't show up and do their best to save them.

Thank you to Volodymyr Zhovnir and every single member of his staff to hold up, save and value the greatest gift in a human's life: Children. And to have the bravery to keep running a hospital in a region of war. In my view Mr. Zhovnir and his staff is needed there more than anywhere else. They are heroes just like the soldiers fighting at the frontlines.

Waging a war through an invasion into a sovereign, neighboring nation while accepting both the loss of young life in the nation that is being invaded itself and the young soldiers' lives, often parents of young lives themselves, in one's own army is a sin against humanity. To then additionally accept the possibility of a horrific loss of young life by targeting a region where a children's hospital is present shows a deep level of misanthropy and desperation within the Russian regime. In my view there is no love for life left within the Russian regime. The colorful banquetts and parades in and around the Kremlin are the same coat of paint that has long been crumbling off of old sovjet statues and buildings across eastern Europe for decades now. Meaningless, drab, without a single spark of life and bereft of any glory. Romanticism for the sovjet union is long dead and only now is being pulled back from the grave to justify a massive loss of life simply for territorial and economic gains.


Russia, for the sake of your own people, save your country's future by ending this war now.

On the matter of International law as it pertains to UKR defending its people by striking military targets deeper inside RU...Can the consensus be documented by all nations and bodies that recognize that this is within international law. Its not about us vs them its about defending Ukrainians within international law.
