to answer your question if theyre humans or not, everyone in the 'band' are humans, but not real people! the only person who has a consistant voice is 2-D who is voiced by Damon Albarn. (i actually went to the most recent concert in chicago :)) the rest of the characters like russel, noodle, and murdoc have voicactors who speak in interviews and people who sing for them

The singing human head is a famous singer Shaun Ryder from a bad called Happy Mondays, he's just a guest singer in this song. Originally he was supposed to be singing 'it's there' but his accent is so think it came out as 'it's dare' so they changed the song to Dare. If you listen to the lyrics it's about taking a certain type of drug that was popular during Shaun Ryders Madchester days in the late 80s earlier 90s.
