Georgia grand jury recommended indicting Lindsey Graham, Mike Flynn, others. What happens now?

After hearing extensive evidence about state election crimes, a Georgia special grand jury recommended indicting 40 people. However, the first RICO indictment handed down charged only 19 people. What of the other 21?

This short reviews the three most likely reasons the other 21 have not been indicted. At least . . . not yet.

Attorney Marc Elias speculated in an interview with Brian Tyler Cohen that Fani Willis is hoping some of the 19 co-conspirators she indicted will flip on the ones she hasn't charged yet in order to make her case even stronger. I thought that was a very plausible explanation.
