I have an idea to improve the quality of the debate for everyone. Have both gentlemen in separate soundproof isolation booths on stage and have the moderator in control of a switch that controls the microphones. the switch would have two positions Mic A. or Mic B. and when the time is up, the moderator flips the switch and, done or not, the one is cut off and it is the others turn.

Timers on the mics. If 2 minutes for answering a question, the mic shuts off at 120 seconds. 1 minute rebuttal, the mic cuts out at 60 seconds.
