He needs to focus on reviving the entire city not just the downtown. The downtown is not the only business corridor that’s struggling.

Put employees back to office like 3 days of the weeks. This will put foot traffic to downtown.

solve the homeless issue, that will in turn take care of the drug issue... affordability won't be up to local government.. landlords know what bay area is about... greed will not go away. try to add police to the shortage and with all of that, you might be able to revive the city in 5-10yrs. obviously, this is only a high level shortlist... but it will have to start somewhere.
