Red Hulk was a direct counter to Hulk. The problem is, like with other villians that tried to absorb his radiation, its just too much to handle.

*Fun fact:* In the Amalgam universe, Ross is portrayed in a much more positive light. In this reality, he is in charge of the Cadmus project, adopting as his foster son a clone called Pete Ross, who calls Ross "Uncle Gen". After the General's death, Pete decides honor his memory by becoming the hero Spider-Boy, an amalgamation between Spiderman and Superboy.
