F1 Stock Car Racing at Aycliffe Stadium 8mm footage Late 1960s?

Some rare footage of a single race of stock car racing at Aycliffe Stadium. I don't know much about it other than driver Tony Neal (No. 100) won this race.

(Update) Two drivers have been identified. Earl Testo (No. 389) and Arthur Gibson (No. 141)
