Actual reason:
A jet engine has in order, Fan > compressor > combustion chamber > turbine.

You need the compressor to properly burn the fuel otherwise it would just be a fire in a tube, the increased combustion thrust allows the turbine to spin quicker which is connected to the fan and compressor which further increases better fuel combustion, a jet engine does not need a fan to work but it is found that adding a fan to an enclosed space around the jet engine allows for both cooling, better flow and also efficency using the jet engines power better.

This seems like one of the ideas the Western aviation engineers have fully explored and came to the conclusion the risk of terminal or even catastrophic engine failure is just way too high.
