If you know anything about electrcity like me, you know right away the voltage isn’t enough to even turn it on plus! It isn’t a closed circuit so this dosen’t work! Although the amperage is enough to turn it on if it was like 100v or 120v?

3. The frequency is too less than its resonance frequency
4. It has an inductor inside, that means, it runs on AC (Alternating Current) and not DC (Direct Current)

The reason why it didn't work because the battery is low voltage DC! Direct current can't power the led bulb when it's already been rectified from AC to DC.
