Morty is uses a type with only four Pokémon available at the time. They did not give him a Misdreavus because they wanted to keep Misdreavus a secret until Mt. Silver. I think the reason why Falkner and Morty only use Pokémon from one evolutionary line is because they reused old gym leader teams that were not used for the Kanto games for the Johto games.
