I played over 1k hour V3 and i didn't know the infrastructure effect the migration. That's why all mass migration i received with river states like illinois or indiana in my USA run i guess :D

At 8:05, it means that if less than 5% of a pop wants to move, the pop doesn't get split into 2, one part staying and the other migrating.
Let's say I have a Han Mahayan Peasant pop of size 20M in Southern Anhui. 5% of that is 1M.
If 2M people from that pop want to move to Hebei, then the pop gets split into one Han Mahayana Peasant pop of size 18M in Southern Anhui and one Han Mahayana Peasant pop of size 2M in Hebei (that one is the migrating pop).
If 500k people from that pop want to move to Hebei, there will be no migration.
