I've kind of assumed for a while that "Joy" is actually just the family's last name, and each nurse Joy actually has a completely unique first name. That would explain characters like Mollie for Pokemon Horizons, who is implied to be related to the nurse Joys but she looks and acts completely different.

i personally subscribe to the headcanon that nurse joy is a species of pokemon that has just lived in harmony with humans and the pokecentersmfor so long that they evolved to just natively look like humans and speak english, rather than having to learn it through brute force like meowth did. but they still retain the quirk of pokemon reproduction where the child is always identical to the mother, reguardless of father.

Its not that Joy is a pokemon. Its that all humans are. Note the numerous psychics and muscle men capable of crushing boulders with their bare hands. To say nothing of the ones using literal pokemon attacks by name like aura sphere.
