Thanks so much for asking! More often than not, including in this case, if you notice the color across the number plate, it's neither white nor even. One side of the plate has a darker shade of a different color than the other. There are nearly 40, 000 pixels across the number plate in this image, and each pixel can have a distinct color. Besides, your image also might have slight grain or noise. Filling with flat color or even trying to paint meticulously with a gradient may result in a visible fake edge of the shape you painted. The fill will not blend, and the result might not look realistic. Our goal is to achieve a natural result where it appears as if there were no numbers printed on that plate.

be careful with this method. removing a character-shaped selection can leave artifacts that are shaped like the original character and can still be legible.

It’s better to select a rectangle around the text to fill. Otherwise it’s probable possible to restore the number plate by looking at edit artefacts

I'd personally use the spot healing brush tool instead but still, very cool stuff, photoshop's AI is great now

How to show someones plate number without actually showing it.

Eraser.. or just brush it out with a white brush. Eye dropper the plate to get the exact white shade but much easier

Well.... This is easily revesible as it leaves edit artifacts outlining where the text were and as such it is just a single tool to reverse it.
