Utility of MPLAD scheme
1 provide for development of durable assets(roads, sanitation, hospital, school)
2- help in disaster management
3-involvment of NGOs trust and society in development process- 75 lakh can be provided
3 - community participation and invocation sharing
4-developed asset further improve lifestyle and standard of living
5-direct execution of role of representatives for its constituency

MPLADS is a centre sponsered scheme formulates by GOI in 1993 under Narasimha Rao govt. for the development of local areas through MP. Under this scheme ever MP were to recommend to the dc for the execution of work upto ₹ 5 crore per annum. The very idea of foundation was for citizens participation for decentralised development in a bottom up approach.
The fund has been utilised for meeting various basic local areas needs and also in times of emergency.
However in recent times CAG and various committees has questions it's effectiveness citing various issues which includes:
1) It has pointed out that there is no indicator for reviewing it's success and failure.
2) Also the very idea of local needs were ignored.
3) It has become a tools for candidates for political mileage specially during election year.
4) The funds were usually keep pending for four years untill the last one year which is an election year.
5) It also founds out that mostly the funds were made available only to Trust and NGOs relating to MP families.
6) Accd to 2nd ARC report it also find that it violates federalism by blurring the power of legislative and executive.
Thus along with many shortcomings MPLADS along with MGNREAG has indeed help local areas in meetings their everyday needs.

Members of parliament local area development schemes allows the MPs to carry out the durable developmental projects in their constituencies in accordance with its local needs. But this scheme has faced many criticism as well as a great support.
The arguments that suggests us the developmental nature are as follows:
• This schemes allows the MPs of both the houses to start the developmental works in their constituencies along with the district administration.
• The scheme allows the MPs to work in a participatory nature to understand the local needs of the citizens.
• It allows the MPs to work with the local people, NGOs, Trusts, societies, to understand the local needs of the citizens.
• The usual developmental projects carried out are:
- Construction of roads
- Provision of drinking water
- Better schools and hospital facilities
- Emergency relief in disaster
• It allows the expenditure of funds in a durable manner:
- 15% funds for the developmental works in SC areas
- 7.5% utility in the ST areas
- ₹75 lakhs to encourage trusts and NGOs
• It could also be converged with other schemes to provide better output such as MNREGA.

Apart from its vast benefits it has received many criticisms as well.
• The CAG noted that there is lack of citizens' participation and there is no indicator to indicate the citizen participation.
• It also notes that the MPs are using the scheme to gain political mileage by using the funds inappropriately only at the last year of their elected time period.
• There have several instances of corruption as well as the MPs favour their related NGOs and trusts.
• Due to inefficiency several non-durable projects are also being initiated leading to waste of people's money.
• Many committees such as erstwhile Planning Commission observed the non-constitutional nature of the scheme as it violates the basis principles of the constitution such as federalism and the dictorine of seperation of power.

After all this the scheme has been supported by many as it allows to serve by micro interventions. But we can't fully deny the need for improvement in the scheme as well.

Que -> Critically evaluate the utility and effectiveness of MPLADS scheme.

Ans -> Member of Parliament Local Area Development Scheme (MPLADS) is a central sector scheme in which every MP has got a fund to develop the locally needed projects which are durable assets in nature within their constituency. Usually the project which fall under this scheme are roads development, water management, education system, health system etc. but the problem is that an MP can find only new projects for utilisation of this fund.
This scheme provides the citizen participation in the development activities. Many NGOs/ private trusts come together to prepare the requirements for the area to be developed. When the MP is satisfied then he gives certificate to the district head(District Collector) to start and implement the developmental project by using the funds provided under MPLADS. These projects are audited by Comptroller and Auditor General of India.
CAG has found that most of the projects under MPLADS are not durable in nature and they are not related to the local needs of the people. Less effective monitoring of projects has increased corruption. Many times trusts/NGO involved in projects are close relative to MPs.
Many times it has been observed that the MP has given the certification for a project to DC but they are not giving the clearances to the projects or delaying the project approval.
Recently GoI has suspended the funding under MPLADS for few years temporarily to raise funds for fighting against covid-19. Even though some MP is are providing relief measures by their MPLADS funds, like Shashi Tharoor provided the facility to buy test kits to test COVID-19 using the fund, but these are not effectively used in Unidirection.

Effectiveness:
From the initiation of this scheme the fund amount has been increased simultaneously but due its lack accountability in people's participation and implementation there arose a critical argument
1- lack of people participation
2- corruption and favouritism in involving NGOs and trust
3-recommending large amount just before election to favour themself
4-mp may favour any relative in term in implementing projects
But there are positives of this scheme as well which can't be neglected, this can be proven by continuing of scheme even though lot of petetion launch against it.
Way forward-need for more people participation under 1mp 1idea
Need for more transparency and accountability
All time development project not just during last tenure of office of mp
