Centre's Diwali Gift To Govt Employees: Rupees 10,000 Festival Advance,travel Payout Till March 2021

"In order to stimulate consumer demand in the economy the government on Monday announced Special Festival Advance scheme wherein all the central government employees will be eligible for an interest free loan of ₹ 10,000 which they will have to utilize on festival related spending up to March 31, 2021.
The loan will be given to central government employees by the way of a prepaid RuPay card which would be used at point of sale machine and money cannot be withdrawn from ATMs. The loan will be repaid to the government in 10 monthly instalments, the government said.

I could not grasp what the Finance minister was telling. She tells that in order to increase consumer demand about Rs. 28, 000 crores of rupees are to be released by the Government in the form of encashment of LTC for central Govt emplyees. But mode of expenditure by Govt employees is restricted to digital payments. And IN the introductory note she claims that this scheme is made for the benefit of the less fortune. How can less fortune get benefited when fortunate Govt employees spend buying white goods through digital payments? Or are producers and sellers of these white goods less fortunate?
