At 13m45s, when you talk about ballot "tracking", you say you follow up with the voter if the ballot has not been returned. Can the process just end there if the voter never responds or never returns the ballot? I am wondering what the extent of the followup is and how you handle a ballot that might never be filled out and returned? Thanks very much.
