Luffy is so underated, especially underated moment was on drum island when he carried nami on his back and sanji in his teeth and with no insulating clothing, freeclimbed the tallest plateau, ripping his hands and feet open for just 2 members of his crew. Not to mention that when he gets to the top, he just says "theyre my friends"

I think the battle with Ussop indicated Luffy’s strength as a captain rather than immaturity. The events that set the fight in motion were completely out of Luffy’s control. It was caused by Ussop’s lack of self esteem and desire to prove himself as a worthwhile addition to the crew. Luffy (thanks to Zoro’s advice) took Ussop’s attempted mutiny seriously. Luffy didn’t want to fight Ussop, but a crew that lets its members actively step out of line like that is a crew that is destined to fail. After Enies Lobby was all said and done, Luffy again listened to Zoro’s advice when it came to Ussop rejoining the crew. Once Ussop apologized, Luffy welcomed him back with open arms.

In just one instance of conflict Luffy demonstrated a tremendous amount of care for his crew mates (as seen in how devastated he was during and after the fight), a willingness to listen to the advice of his crew and change his course of action based on that advice in real time, a resolve to do what must be done for the good of the crew even if it breaks his heart, and an ability to forgive and move past a conflict. If anything, the conflict with Ussop only served to demonstrate why Luffy is such an amazing captain.

I think Luffy is the best captain in One Piece. Sure, there are stronger captains with bigger crews that have accomplished more things, but none of them could ever change the world in the way Luffy eventually will. Nobody else could possibly lead the Straw Hat pirates other than him. Luffy is the captain of the crew that will make him Pirate King or die trying, and for that I can say he stands above every other Captain in One Piece.
