To be honest william did make michael into his lawyer which he forced michael to be william's layer becuase he never had a lawyer to fight for him so he chose him But that doesnt make him evil. Technacliy he killed 5 children, including charlie which was henry's daughter. So henry decided when he makes fnaf 2 pizza place, he programmed the animatronics to protect children from william. And william accidentally killed her daughter when he programmed circus baby to malfunction when kids are close to her and sadly, William's daughter accidentally got to closed to circus baby and circus baby killed her then he started to kill children.
