They do the internal name first, then they will define a name later on in the items development, that’s why it’s like that. Most items already have a defined name so they name it accordingly but sometimes they don’t decide on a name until after it’s already made. I’m a modder so I’d know quite a bit about this topic

Written book is probably signed or something. Technically different items. But outside of creative there's no need to have them be named differently because the tooltip is different. But commands have to differentiate because, well, they're commands.
