The method to impart a billon coin with a silvery appearance is to heat the coin and quench in an acidic solution such as lemon juice or vinegar. The acid would etch away the copper in the billon alloy and leave a thin silver layer on the surface. However, the thin silver surface would eventually be worn off and the metal underneath would be exposed.

The govt gets to use it while it looks like silver for silver value. Then by the time it gets to the public, its clear its not pure silver.
