Ha wanted to lie low…not lay low. Lie is intransitive and lay us transitive. That means you lay something…a bet, a girlfriend, a table, a pillow on the bed…etc. I’m sure you meant to say Dillinger wanted to lie low…in yet another example of how American is diverging from English.
