I have seen a few comments stating this is caused by sexual stimulation which is *not* *the* *case.* Only female cats go into heat and when they do it looks completely different.
The behaviour seen in the video on the other hand can be observed for both male and female cats equally. It is a reflexive impulse they get when grooming themselves at a particularly itchy\statisfying spot. Their brain basically tells them to keep licking.
It can be observed more often with overweight cats as they lack the flexibility to reach the base of their spine. (hilariously demonstrated by the second cat) Which as a result never gets groomed and can become itchy over long periods of time.
