Make it simple, presidential pardons should not be allowed for anyone related to, or had crimes and misconduct felonies related to the president and including the party of the president. No more nepotism, friend, business related or party related pardons. Only issue pardons to people who are not on the coattails, employees political donors of the president, just to regular citizens who have shown to have changed their life around and who have admitted their crimes.
