The "bible" does not "claim" anyone as its author or authors. It is certain traditions and doctrines that claim such things.

I agree that the bishops did not have authoritative revelation like the apostles had. They're the result of the prediction of the the apostles that after their death the bishops would be responsible for the turning away from the true faith. With the imperial persecution of Christians from the first century to the early part of the fourth century, and the continued adaptation of pagan practices, by this time the church was no longer true.
