Wrong explanation, You said in Relational Calculus, User is concerned about how to obtain the end result but in reality user is never concerned with HOW, He is concerned with WHAT to obtain.


User is concerned about the following:

-> Relational Algebra: What?, How?, in what Order?
-> Relational Calculus: What?

And that is why it's non procedural, because we don't care about the procedure to be followed for obtaining the end result.
