I have the 3400a, great meter and still spot on.The meters tend not to return to 0 when working correctly.

I am restoring one of these right now. Have you looked at GellarLabs run down on the 3400A? Apparently there are two versions on the input board (fet vs tube amplifier). In the newer fet based one the foam often needs replacement.
