The horizontal lines appear to be from a sticky photo album of the same era. These albums had a sticky surface on the page that was laid down in horizontal lines to which you would affix the photo, then cover it with the folding clear acetate page. You first had to lift the clear acetate cover off of the blank page and the underside of the cover had some of the horizontal glue adhering to it which in turn would be applied to the photo when re-covered.

There must be something in the air as I've been going through my thousands of old prints taken between 1967 to 2005, scanning and then editing in Topaz AI. It does a great job. Thanks Anthony.

The horizontal lines are the lines from the photo album page surface the picture was in.

The photo is improved but the horizontal lines were still visible on the bottom arround the hands. With different settings this can be removed.

Perfect - I have all kinds of old scanned family slides and photos that this software would be useful on. Also have a number of 35mm B&W negatives that I scanned, curious to find out how it does with those. I'm sold, will purchase this.
Update (2 wks after purchase): This is an amazing program! It has revived some old, blurry photos and made them look like they were taken with a great camera! One point of contention with Anthony's great review. When it recognizes faces, there does NOT appear to be a way to force facial recognition that the program missed. The "Select" button in PhotoAI only allows you to unselect found faces. I hope they add that feature as it missed a few in group photos where the subjects were looking sideways or down. That said, I had a large group family B&W photo taken around 1960 and it recognized & restored 34 faces! Incredible!

That did a pretty amazing job on the faces in the image - hands still need work, but the faces seemed to be spot on!

The Photo AI has just been updated to v1.2.4 with further improvements and now can work as an Apple Photo extension.

Does this help old slides with an extreme orange cast?

Might be a bit of a green tint to the image. Is there a way to remove that?

Those horizontal lines, while removed from the background, are still quite noticeable going across the two people and other lower parts of the image. How would you handle those?

certainly an imporvement but those lines were still there in the lower third of the image especially on the hands. Have you tried this image against Photoshop neural filters? or even On1 NoNoise and tacksharp?

This seems to be giving a very similar result to the latest neural filter in PS. Love to see a comparison as I don't have the Topaz AI.
