Experience would go to Scar because he was part of the lion guard, meaning he has experience in combat.

Attack Potency is debeatable because Scar was able to push Simba back real far with a single paw swipe, & he weighed 400 to 500 pounds. Plus, I believe he almost knocked out Sarabi in a single paw swipe, while Makunga knocked out a lion with his staff.
