The foam (with water) is a better effect because you lower the temperature of smoke (which is your largest fuel source). The powder has only effect is you can direct put it on the fire source (with is not in most cases not direct approachable in most appartments), but even most of the fire effect are driven by the smoke, so by smassing the window you give the fire air. However this being said, this technology gives potential. Looks cool but efficiency seems to be bad. That dust or Co2 Rocket/Grenade couldn't even smother that small enclosed fire in the barrel and the water cannon wasn't much faster either.
