Technically Phantom of Yubel isn't negating the effect she is altering the effect

It is like the difference between a card saying: "Negate the activation of a Spell Card, " "Negate the effect of the Spell Card, " and "When a Spell card or effect is activated, negate the effect." Such subtle nuances in the wording changes how a card is applied or is susceptible.

New Yugioh cards in 2027 be like: "This card's effect is unaffected by opponent's activated effect."

Phantom of Yubel will also stop the Rank 13 Raidraptor from blowing up the field. Unless you chain block the activation with Raidraptor Roost.

Grapha Dragon Overlord changed the effect too and therefore can also dodge unaffected monsters.

I did know about this ruling, but it is pretty rare to encounter because of the limited number of cards with the ability to charge card effects. The only examples i know are grafa (the fusion one) and phantom of yubel
