Estepona right now cause its not over crowded yet and they dont run out of drinking water every two summers. Corruption and overconstruction is Marbellas downfall and theres no going back now.

Estepona, hands down.. Marbella is too fake, chintzy, pseudo sophisticated....Estepona still retains Spanish authenticity.

Neither Estepona or Marbella are the best small cities in Spain. Both are modern kitschy cities that are just for partying and home to many rich people. There old towns are very small given the fact that the cities populations grew by around 10 times in the last 70 years. There are many many other small cities in Spain that are miles better like Tarifa, Teruel, Medina-Sidonia, Ubeda, Baeza, Guadix, Ronda, Baza (not to be confused with Baeza), Carmona, Iznajar, and many more.
